Prof. Mustapha A. Tijjani is an academic and strategic policy expert specializing in Digital Governance (ICT/AI) and Critical Infrastructure, with a particular emphasis on the Energy sector (Power). He combines scientific rigor with extensive federal regulatory experience at the Nigerian Nuclear Regulatory Authority (NNRA) and high-level government advisory roles at the Federal Ministry of Power and Borno State Information and Communication Technology Development Agency (BICTDA). His expertise demonstrates proven leadership in policy formulation and technical integration across national, continental, and global institutional frameworks, supported by over thirty-five (35) publications in reputable national and international journals.

Prof. Tijjani plays a pivotal role in Borno State's digital transformation, driving policy and talent development initiatives:
- State-Level Policy Authority: Governing Board Member, Borno State Information and Communication Technology Development Agency (BICTDA) (2023–Present).
